What’s New for 2025

Here’s what you need to know about your 2025 benefits.

 

Changes at a Glance

For Eligible Conduent Associates

  • Two Consumer Choice Plans offered through Anthem for 2025

  • Kaiser Permanente will no longer be offered in these regions: Pacific Northwest, Washington state, Colorado, and Mid-Atlantic (Maryland, Washington, D.C., and West Virginia). If you live in one of these regions and are currently enrolled in the Classic PPO or Consumer Choice Plan with Kaiser Permanente, you will be automatically defaulted to the same medical plan administered by Anthem unless you make a change during Annual Enrollment.

  • Cigna DHMO available in some locations

  • HealthEquity will administer the FSAs

  • Higher limits for Health Savings Account (HSA) contributions

  • Easier Statement of Health (SOH) process if you elect or increase life insurance coverage during Annual Enrollment

  • New services available in the MetLife legal plan

Two Consumer Choice Plans through Anthem

For 2025, we’ll offer two Consumer Choice Plans with Anthem: the 2000/4000 Deductible Plan, which is currently offered, and the 4000/8000 Deductible Plan, a new plan with Anthem only.

Compared to the 2000/4000 Deductible Plan, the 4000/8000 Deductible Plan has:

  • Lower monthly premium costs

  • Higher annual deductible

  • More HSA dollars from Conduent ($750 per year for associate-only coverage or $1,500 per year for any level of family coverage)

  • The same coinsurance structure (you pay 20% after the deductible)

  • The same network of providers and facilities

  • The same coverage for medical services and prescriptions

Plan Design Changes

There will be no plan design changes to the 2000/4000 Consumer Choice Plan, Classic PPO Plan or Limited Coverage Plan for 2025.

Kaiser Permanente Plans

For 2025, Kaiser Permanente will no longer be offered in these regions: Pacific Northwest, Washington state, Colorado, and Mid-Atlantic (Maryland, Washington, D.C., and West Virginia). If you live in one of these regions and are currently enrolled in the Classic PPO or Consumer Choice Plan with Kaiser Permanente, you will be automatically defaulted to the same medical plan administered by Anthem unless you make a change during Annual Enrollment.

Kaiser Permanente will still be available if you live in northern or southern California and Georgia. Visit select.kp.org/conduent for more details on the Kaiser Permanente plan available to you.


Hawaii and Puerto Rico Associates

  • Hawaii associates: HMSA will continue to administer your medical plan. Visit hmsa.com for details.

  • Puerto Rico associates: Triple-S will continue to administer your medical plan. Learn more at ssspr.com.


Dental

Depending on where you live, you may be able to elect a Cigna DHMO for dental coverage. If available, you’ll see this option when you enroll.

The Aetna DHMO and the Basic and Enhanced Plans with Aetna or Cigna will continue to be available. There will be no plan design changes for the Basic and Enhanced Plans for 2025.


Flexible Spending Account (FSAs)

HealthEquity will administer the Flexible Spending Accounts (FSAs) beginning Jan. 1, 2025. Watch for more details about the transition.

You must enroll if you want to participate in an FSA for 2025. FSA elections do not roll over.

  • You can contribute up to $3,200 in 2025 for the Health Care FSA.

  • The Dependent Care FSA limit remains unchanged at $5,000 ($2,500 if you are married and file separate tax returns).

Dependent Care FSA Limit for HCEs

If you’re considered a highly compensated employee for 2024 and/or 2025, your contribution will be limited to $1,075 for the Dependent Care FSA in 2025.

Health Savings Account (HSA)

The IRS has increased the annual Health Savings Account (HSA) limit in 2025 to $4,300 individual/$8,550 family. This limit includes your contributions and Conduent’s contributions.

  • If you are enrolled in the Consumer Choice 2000/4000 Deductible Plan and eligible for HSA contributions, Conduent will continue to contribute $20.85 per paycheck in 2025 if you have associate-only coverage or $41.70 per paycheck for any level of family coverage.

  • If you are enrolled in the Consumer Choice 4000/8000 Deductible Plan and eligible for HSA contributions, Conduent will contribute $31.25 per paycheck in 2025 if you have associate-only coverage or $62.50 per paycheck for any level of family coverage.

  • You must open an HSA with HealthEquity to make contributions and receive Conduent’s contributions. You will open your HSA on BenefitsWeb during the enrollment process. (If you’re currently enrolled in a Consumer Choice plan and already have an HSA with HealthEquity, you’ll keep using the same account for 2025.)

Life Insurance

Good news — if you elect or increase your life insurance during Annual Enrollment, the Statement of Health (SOH) process will be easier than ever. Just answer 5 questions during the enrollment process.

Legal Plan

MetLife is adding some new services to the legal plan for 2025:

  • 10 hours of supplemental coverage for non-covered matters

  • Custody (fully covered)

  • Enforcement/modification of support orders (fully covered)

  • Habeas corpus

  • Insurance claims

  • Misdemeanor defense

  • Probate

  • Reproductive assistance

  • Social Security disability

Electing Your Benefits

  • Annual Enrollment (Nov. 4–Nov. 18, 2024) is your once-a-year opportunity to elect coverage or make changes to your current benefits or covered dependents for 2025.

  • You will need to re-enroll if you want to participate in a Flexible Spending Account (FSA) for 2025. FSA elections DO NOT carry over for the Health Care FSA or the Dependent Care FSA.

  • If you don’t make any changes, your other 2024 benefits will carry over for 2024 (except for FSAs). This includes medical, dental, vision, HSA elections, life and accidental death & dismemberment (AD&D), Short-Term Disability, and critical illness, accident, and hospital indemnity insurance, legal plan, and identity theft protection through NortonLifeLock. You will stay in your current plan, covering your same dependents and paying 2025 rates.

  • For 2025, Kaiser Permanente will only be available if you live in northern or southern California or Georgia. If you live in another location and currently have a Kaiser Permanente plan, you will be automatically defaulted to the same medical plan administered by Anthem. If you want to make a change, you will need to take action during Annual Enrollment.

Avoid the Nicotine Surcharge!

You will need to attest to your nicotine status for both you and your covered spouse/domestic partner for medical, critical illness, and supplemental and/or spouse life insurance.

If you don’t take action during Annual Enrollment and you’re enrolled in a Conduent medical plan in 2025, you’ll pay higher premiums for critical illness and supplemental life and a nicotine surcharge ($600 per year in addition to your regular medical premiums).

If you were hired before Sept. 16, 2024, and attest to your nicotine status during Annual Enrollment, watch your email and home mail for instructions to avoid the nicotine surcharge in early 2025.

Important Reminders

  • Verify if your working spouse/domestic partner is eligible for Conduent medical coverage. If your spouse/domestic partner has access to medical coverage through another employer — even if they don’t enroll in that coverage — they will not be eligible for the Conduent medical plans for 2025. It’s up to you to remove your ineligible spouse/domestic partner from coverage during Annual Enrollment, even if you do not want to make other changes.

  • Submit dependent documentation. If you add a new dependent to any of your benefits during Annual Enrollment, you’ll receive a Dependent Eligibility Verification packet at your home address on record. The packet will explain what documents you need to submit  and what the deadline is. If you don’t provide the required documents by the deadline, your dependent will be dropped from coverage.

  • Check your dental plan carrier if you moved in 2024. If you moved in 2024, your dental plan carrier may have changed. Go to BenefitsWeb to confirm who your 2025 dental plan carrier will be.

    Note: If you want to cover your spouse/domestic partner in a Conduent medical plan, you will need to upload a Working Spouse/Domestic Partner Verification Form to attest that your spouse/domestic partner does not have access to another employer’s medical plan. This is a yearly requirement. If the form is not received by the deadline, your spouse/domestic partner will not have medical coverage as of Jan. 1, 2025. Watch your home mail and email for more information. If you have already submitted your form, you won’t receive any additional communication.

How To Enroll

  1. Log in to BenefitsWeb.

  2. Begin the enrollment process and elect the benefits you want.

  3. Save and submit your elections.

  4. Print a copy of your confirmation statement for your records.

If You’re a New Associate

If you’re a new associate, your Annual Enrollment timeline will be different than what you see in general Annual Enrollment materials. You will be notified at your work and personal email when you are eligible to make your 2025 elections. You can also log in to BenefitsWeb to see your deadline to submit elections for 2024 and 2025.

If You’re Enrolling for the First Time

If you’re enrolling for the first time, you must complete these steps to enroll in benefits or speak with a Workplace Solutions Center representative at 1.888.471.2271.

  • Register. On BenefitsWeb, follow the online instructions to register as a first-time user. Register using a personal email address and/or phone number that you can access outside of Conduent.

  • Set up your IVR PIN. While logged in to BenefitsWeb, click on your name in the upper right corner of the home page. Select Login & Recovery > Reset My Interactive Voice Response (IVR) PIN to establish your personal identification number (PIN). You will be asked to enter this PIN in order to speak with a Workplace Solutions Center representative.
